My Vision for the APC Party

Today, the All People’s Congress (APC) Party is facing serious challenges both internally by our structures that need urgent reforms, and externally by an aggressive governing party in power orchestrating chaos and instability for the APC Party and the country.

We are in a battle for the soul of our mighty APC Party. This is the moment we must remember who we are, and where we've come from as a party. 


I envision an All People's Congress Party that is progressive, democratic, strong and spirited!


Under my leadership, the APC Party will fight for:

  • A strong, united and prosperous Sierra Leone

  • Social justice

  • Individual and civil liberties

  • Community and civic engagement

  • The rights of working people


My long-term goal is to make the APC party the natural governing party of the country. A party that choose humility over elitism, tolerance over bias, harmony over chaos, people over politics, and unity over disunity. We respect people who disagree with us and we treat everyone with dignity. We promote equal opportunity, and we give tribalism no safe haven.


We are APC! As an institution, there is not a single mission we cannot accomplish.

At a time when others desert the APC Party, retreat to the trenches, or are playing it safe, I have been a dedicated voice to defend and articulate the views of the party at this difficult time. I stood up and challenged the National Electoral Commission during the Tonko-Limba Councillors bye-election. I successfully led the party's position in challenging the credibility of the 2020 mid-term population and housing census in Sierra Leone declared by president Bio. I am also leading the party's position in challenging the credibility of the White Paper on the Biobele Commission of Inquiry.

To all my APC people, and to all Sierra Leoneans, we have to solve our challenges with bold, innovative ideas. Without these ideas and a real plan for progress we cannot utilize our country’s capacity to help people when they need it most.


We cannot let the tired ideas of the past slow us down, because the challenges are too great!

There is power in diversity!

I will make sure our democracy includes everyone.

The APC Party constituencies and our supporters are more diverse today than 25 years ago. To be effective, the APC Party need to reflect these realities. 


  • I will ensure that all our supporters who have been historically excluded are brought back to the decision-making body and their presence reflected in our constituencies.


​My commitment to this goal have inspired the NSG to invite me to help facilitate peace between the APC Party and NRM. When the APC Party bring new voices and expertise to the room, our political party becomes more powerful and effective. We need to take this bold step to get the APC Party back on track!

There is great talent in our youth!

I will create the space to nurture and grow our youths.

Nurturing our young talent within the APC Party will be my key priority which will have a positive impact on both our political culture, the growth of our base and future election successes.


I am persuaded that nurturing talent in APC Party will keep our supporters engaged, loyal and productive – this in turn will help the APC Party become successful in elections, governance and help our party in its drive towards the ultimate goal of winning the 2023 elections.

  • I will empower the youth wing and create avenues for growth and excellence. Our future depends on our vibrant young generations. 

There is strength in the APC diaspora!

I will create real engagement to utilize our diaspora members' expertise and contributions.

The role played by the APC Party members in the diaspora has enabled tremendous change in the party and the country. Yet our members in the diaspora are side-lined. Diaspora expertise and contributions must be better leveraged to transform both the APC Party and the country. Empowerment means recognition of and partnership with diaspora actors (branches and chapters).

  • I will create capacity development programmes that build stronger diaspora organisations.

  • I will create real engagement to utilize our diaspora members' expertise and contributions.

My Vision for Sierra Leone

At a time like this, many of our fellow citizens are out of work, sacked by the SLPP government because of their tribe, party affiliation and place of birth. Millions of Sierra Leoneans are continually under the poverty line - going to bed hungry everyday. Rampant income and economic inequality is the defining challenge we face as a nation.

The moral test of government is how it treats people in the dawn of life – the children, people in the twilight of life – the elderly, and people in the shadows of life – the sick, the needy, and the handicapped.


Everyone deserves a fair chance to succeed!


Our nation’s success is built on the founding principles of unity, freedom, justice, unlimited opportunity, quality education, commitment to hard work, and the freedom to pursue our dreams.


This is my fight! This is our fight, that each and every day we ensure that our country is advancing toward meeting these founding principles. I work tirelessly to ensure that all Sierra Leoneans, no matter your tribe or ethnicity, no matter which city or town you live in, you will have a fair shot to get ahead and create a brighter future for yourself and your families.

I vision a nation where my fellow Sierra Leoneans are better educated, healthier, prosperous, have more money in their pockets, and have the opportunity to live a life of purpose and abundance.

My academic and professional background is in Economic Planning and Development. As former Minister of Trade and Industry, my leadership built a great foundation for Trade and Industry in Sierra Leone. I strengthen the partnership between the government and the private sector. I believe the private sector should be the engine for social economic development.

As former Chief Minister (Chief Of Staff to the President), I coordinated the successful implementation of the President’s Agenda for Change and the Agenda for Prosperity. I facilitated the implementation of key government and cabinet decisions, and provided technical and managerial oversight over critical activities of Ministries, Departments and Agencies. I pioneered the Extractive Industries Transparency Initiative (EITI) Compliance, and facilitated the fulfillment of all criteria to achieve the Millennium Challenge Corporation (MCC) Compact. I also successfully established the Public Private Partnership (PPP) Programme, Performance Management and Service Delivery (PMSD) Directorate , and the Right to Access Information Commission.

My record of leadership on critical issues, and my clear vision for our country, give me the skills and drive to tackle the challenges we will face in the next ten years, both those we can anticipate and those we can’t, and to continue to build on the remarkable progress we have made together.

There are too many of us in Sierra Leone who feel like we don’t belong, too many who can’t afford college, too many who remain unemployed or underemployed, and too many of our young people are relegated to a life of beggars and thuggery.


Together, we can tackle the tough issues:

  • We can bring jobs to Sierra Leone that are sustainable and that will make Sierra Leone competitive in the increasingly complex world we live in.

  • We can ease the burden for everyone in Sierra Leone so people are not so worried about putting their children through school and about finding a lasting job.

  • We can close the income inequality gap to ensure that no family struggles to put food on their table.

  • We can expand universal Pre-School and after school programs to help our young generation and dramatically reduce poverty.

Social Cohesion And National Unity

It is time to invest in a social cohesion agenda. A cohesive, united society is one where people are protected against life risks, trust their neighbors and the institutions of the state and can work towards a better future for themselves and their families. 


Fostering social cohesion is about striving for greater inclusiveness, more civic participation and creating opportunities for upward mobility. It is the glue that holds our society together.

Dr. Richard Konteh believes in unity, peace and freedom (this is why he is dubbed D-Unifier). He is committed to promoting social cohesion and unity. The structural transformation of our national economy will be brought about by purposeful integration of all ethnic groups and regions. This will offer various unprecedented possibilities to foster social cohesion. Dr. Richard Konteh will invest in social development through better health care, education, social protection and other services. Dr. Richard Konteh will ensure that all citizens have a voice, by fostering civic participation and strengthening democratic institutions.

Promoting social cohesion requires the joint involvement and active collaboration of all stakeholders of our society – government, businesses, and civil society to jointly address collective action.

It’s time to come together, work together and raise our game if we want to make our nation more resilient for our future generations.

Gender Equality and Women’s Empowerment

With women comprising a majority of informal traders, subsistence rural farmers and increasing numbers as heads of households, Dr. Richard Konteh will vigorously pursue gender equality in employment, access to finance, health and education as vital to ensuring prosperity in communities.


Dr. Richard Konteh’s vision is of a prosperous and peaceful nation in which women, girls, men, and boys enjoy equal economic, social, cultural, civil, and political rights and are equally empowered to secure better lives for themselves, their families, and their communities.


Dr. Richard Konteh is committed to empowering women and girls across the country to advance communities on the Journey to Self-Reliance because we know no country can succeed if it excludes the talents and voices of half its population. Ensuring women and girls can reach their full potential in our society is critical not only to attain gender equality and women’s empowerment, but also to meet sustainable development outcomes. Under this Policy, Dr. Richard Konteh will invest in supporting gender equality and women’s empowerment with the aim to achieve strategic objectives and increase self-reliance.​

The Environment and Climate Change

Deforestation, mudslides, flooding, water pollution, poor agricultural yield are a direct result of lack of environmental planning and the effect of climate change. These adverse events are killing our people and destroying property every year. But they are preventable disasters.


Dr. Richard Konteh will pursue strategies that will actively protect and effectively manage our environment in ways that maintain biodiversity, support inclusive social and economic progress, respect human rights, and enhance quality of life for all people now and in future generations.

Dr. Richard Konteh believes in empowering local municipalities like the Freetown City Council (FCC) to enable us to put together good national and local strategies for disaster risk reduction, linking policies in areas such as land use, building codes, public health, education, agriculture, environmental protection, energy, water resources, poverty reduction and climate change adaptation.


Improving the management of Sierra Leone’s environment and natural resources is vital to the country’s development, especially given the close links between the country’s resources and its continued peace and stability, economic development, rural integration and governance capacity.


It’s time to raise our game if we want to make our nation more resilient for our future generations.

Progressive Leadership

In the absence of the APC Party in government, Sierra Leone is becoming a polarized society, many of our supporters are under pressure, our citizens are struggling to make ends meet – it’s time to show leadership, assertiveness and make rational decisions. 


Sierra Leone and the APC needs a leader with  energy and fearlessness to challenge the current status-quo.  


More than ever, new challenges in the APC and in our beloved Sierra Leone require new ways of thinking and better ways of working. 


Dr. Richard Konteh will explore the collective intelligence and creativity of his teams and all Sierra Leoneans to ensure better solutions to societal problems. 


As a progressive leader, Dr. Richard Konteh will demonstrate a profound rethink of leadership in the time of national need, and deviate from the traditional command-and-control type of leadership to a systemic approach both within the APC and at the national level.

Youth Empowerment

Dr. Richard Konteh believes that young people are an important and dynamic human resource for development – yet in our current political system the voices of young people are not being heard or valued. 

Youth participation is essential to achieve sustainable development for all. Empowering youth to better know and claim their rights will generate benefits nationally.

Dr. Richard Konteh will implement a national youth policy that is cross-sectoral and covers all decisions and measures that affect conditions for young people in a number of different areas, such as employment, housing, education, health, leisure, culture and influence.


Dr. Richard Konteh will align academic and vocational education systems with current and future needs of young people enabling them not only to understand developmental issues but also be able to innovate solutions to solve deep societal development and growth problems.

Private Sector as Engine of Economic Development

For any national development to take hold and become sustainable, the government MUST not be the biggest employer. Dr. Richard Konteh is a professional in Economic Planning and Development. Therefore, as President, from day one, he will strengthen the private sector and build a strong partnership between government and the private sector. He will ensure  that Sierra Leone's private sector become and remains the engine for social economic development. 


Dr. Richard Konteh and his team will develop and implement policies to restore confidence in our economy, our institutions, promote backward bending economic growth to gain competitive edge, and attract Foreign Direct Investment (FDI)
